Details of conditions to discharge
The condition related to the specification of all external finishes (colour and materials)  -External Material Proposals UECSGH-PHS-Z1-ZZ-RP-A-07002 S2 P02. was discharged on 16/12/2021. Only these approved details shall be implemented and installed on this building.  Highways and Environmental Health have been consulted on the external lighting and raise no objections. The new external lighting is discharged on the basis of drawing no: UECSGH-MMD-XX-00-DR-E-6003-P06 External lighting and external lighting specification dated 09/06/2022. Only these approved details shall be implemented and installed on this building.

 
Condition 4.
Before any above-ground works take place on the approved emergency department, a specification of all external finishes (colour and materials) for this building and any details of any new external lighting to be installed on the site or on the approved building, shall be submitted to and approved in writing by the local planning authority. Thereafter only the approved details shall be implemented and installed on this building. 
The council's ecologist has been consulted on the amended biodiversity management plan and raises no objection. This condition is discharged on the basis of the following report: Scunthorpe General Hospital, Scunthorpe – Biodiversity Management Plan dated December 2021. (previously discharged on 16/12/2021). Condition 17.
Within six months of the commencement of development, the applicant or their successor in title, shall submit a biodiversity management plan to the local planning authority for approval in writing. The plan shall include:

a) details of bat roosting and bird nesting features to be installed;

b) restrictions on lighting to avoid impacts on bat roosts, bat foraging areas, bird nesting sites and sensitive habitats; and

c) prescriptions for the planting and aftercare of trees and shrubs of high biodiversity value.
 Severn Trent Water have been consulted on the proposals and have not responded to the consultation. The developer is advised to ensure the appropriate consents (as required) are obtained from Severn Trent Water. The condition is discharged on the basis of the document: Drainage Design Commentary, October 2021 - Section 3 and : UECSGH-MMD-Z1-XX-RP-D-0001. (previously discharged on 11/05/2022).

 
Condition 16.
The new emergency department shall not be occupied until a scheme for the disposal of foul water has been agreed in writing by the local planning authority and the emergency department shall not be occupied until it is connected to the approved drainage system and thereafter retained.
The LLFA have been consulted on the submitted information and recommend that the condition is discharged. This condition is discharged on the basis  of drawing no Rev C03 and drainage calculations dated 29/04/022. (Previously discharged on 11/05/2022) Condition 14.
The approved new emergency department and substation shall not be occupied/brought into use until a detailed surface water drainage scheme for the site has been submitted to and approved in writing by the local planning authority. The scheme shall be based on sustainable drainage principles and an assessment of the hydrological and hydro-geological context of the development. This must be based upon the submitted Flood Risk Assessment prepared for North Lincolnshire and Goole NHS Foundation Scunthorpe General Hospital Acute Assessment Unit Flood Risk and Runoff Assessment January 2021 by Mott MacDonald.

The drainage scheme shall demonstrate that surface water run-off generated up to and including the 1 in 100 year critical storm (including an allowance for climate change) will not exceed the run-off from the existing site. It shall also include details of how the resulting completed scheme is to be maintained and managed for the lifetime of the development so that flood risk, both on and off the site, is not increased. SuDS must be considered. Reference should be made to North Lincolnshire Council’s SuDS and Flood Risk Guidance Document. The document is available to view on the website. Should infiltration not be feasible at the site, alternative sustainable drainage should be used, focusing on above-ground solutions
