The councils Highways Team have considered the information sent to discharge the said condition and consider it acceptable. Condition 11 is therefore discharged.

The approved landscaping scheme shall be carried out within twelve months of development being commenced. Any trees or plants which die, are removed or become seriously damaged or diseased within five years from the date of planting shall be replaced in the next planting season with others of similar size and species to those originally required to be planted.

This condition is discharged on the basis of the revised Biodiversity Enhancement Plan and drawing no 504 Rev D and the provision of a hole (130x130mm) to be  provided between each garden at ground level and between last gardens (plots 1,6,7,and 16) and surrounding  land to allow for passage of any hedgehogs.

(v) prescriptions for the planting and aftercare of native trees, and shrubs of high biodiversity value; and
(vi) proposed timings for the above works in relation to the completion of the buildings.

No development shall take place until a detailed surface water drainage scheme for the site shall be submitted to and approved in writing by the local planning authority. The scheme shall be based on sustainable drainage principles and an assessment of the hydrological and hydrogeological context of the development. This must be based upon the submitted drawing No 21/0084, Revision B dated 19/12/2018 prepared by Clancy Consulting Ltd. The provision for a shallow cut off drainage feature on the southern boundary will need to be investigated to mitigate against overland flow (not groundwater) into the development (Ref: Drawing No:21-0084,SK005). The drainage scheme shall demonstrate that surface water run off generated up to and including the 1 in 100 year critical storm (including allowance for climate change) will not exceed runoff from the existing site. It shall also include details of how the resulting scheme is to be maintained and managed for the lifetime of the development so that flood risk, both on and off site is not increased. Reference should be made to North Lincolnshire Council's SuDS and Flood Risk Guidance Document If infiltration is not feasible at the site, alternative sustainable drainage should be used focusing on above ground solutions.

(iii) methodologies for the recording and recovery of archaeological remains, including artefacts and ecofacts
(iv) post-fieldwork methodologies for assessment and analyses
(v) report content and arrangements for dissemination, and publication proposals
(vi) archive preparation and deposition with recognised repositories
(vii) a timetable of works in relation to the proposed development, including sufficient notification and allowance of time to ensure that the site work is undertaken and completed in accordance with the strategy
(viii) monitoring arrangements, including the notification in writing to the North Lincolnshire Historic Environment Record Office of the commencement of archaeological works and the opportunity to monitor such works, and
(ix) a list of all staff involved in the implementation of the strategy, including subcontractors and specialists, their responsibilities and qualifications.

The submitted report; Clancy Consulting Geo-Environmental Appraisal Report for Proposed Development at Gainsborough Road, Kirton in Lindsey Dated August 2018 Report Ref 10/1210/001 is acceptable to the council. The condition has to remain extant until the development has been completed.

No development shall commence until an assessment of the risks posed by any contamination, carried out in accordance with British Standard BS 10175: Investigation of potentially contaminated sites - Code of Practice and the Environment Agency's Model Procedures for the Management of Land Contamination (CLR 11) (or equivalent British Standard and Model Procedures if replaced), shall have been submitted to and approved in writing by the local planning authority. If any contamination is found, a report specifying the measures to be taken, including the timescale, to remediate the site to render it suitable for the approved development shall be submitted to and approved in writing by the local planning authority. The site shall be remediated in accordance with the approved measures and timescale and a verification report shall be submitted to and approved in writing by the local planning authority. If, during the course of development, any contamination is found which has not been previously identified, work shall be suspended and additional measures for its remediation shall be submitted to and approved in writing by the local planning authority.
