Details of conditions to discharge
I am pleased to confirm that the information submitted (Delivery Management Plan submitted on 17-MAR-2022) has been reviewed by the Council's Highways Team and Condition 10 can now be discharged. Condition 10.
The proposed development shall not be brought into use until a delivery/servicing management plan (including delivery times) has been submitted and approved in writing by the local planning authority. Once approved the delivery/servicing plan shall be implemented.
I am pleased to confirm that following the Environmental Protection Team's previous memo dated 06 April 2022,  that  additional information dated 25 April 2022 has been received and reviewed. The information confirms that all lighting will be 100% down lighting. It has also been confirmed that the nearest sensitive receptors premises has no windows on the gable end facing the proposed development and it is therefore unlikely to be affected by any potential light spill or glare. A second sensitive receptor has been identified, which will receive a maximum level of 1 lux. This complies with the Institute of Lighting Professionals Guidance Note 01/21: The reduction of Obtrusive Light for an E2 Environmental Zone, Post-curfew (23:00).

Considering the above, I can confirm the discharge of Condition 8.
Condition 8.
No external lighting shall be installed until an assessment of the potential for light impact has been undertaken, submitted to and approved in writing by the local planning authority. The assessment shall include: 

- identification of sensitive receptors likely to be impacted upon by light nuisance;

- a lighting scheme which proposes methods of mitigation against potential light nuisance, including potential glare and light spill, on sensitive receptors.

Once approved the agreed lighting scheme shall be implemented and permanently retained. Any deviation from the agreed lighting scheme shall require approval in writing by the local planning authority.
